The United Kingdom and France Will Dispatch Military Personnel to the Country should a Peace Agreement is Finalized

The British and French governments have signed a memorandum of understanding concerning the positioning of armed personnel in the nation in the event a peace deal be concluded with Russia, the British leader, Keir Starmer, has declared.

Following discussions with allied nations in the French capital, he indicated that the allies would "establish defense centers in various parts of Ukraine and build secure installations for arms and military equipment" to discourage any potential incursion.

The allied nations also put forward that the America would play the primary role in overseeing a halt in hostilities.

Moscow has consistently stated that any external forces in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this recent development.

Context and Ongoing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Moscow at this time holds about 20% of Ukrainian territory.

"This is a vital part of our pledge to support Ukraine for the foreseeable future," commented the UK Prime Minister.

Heads of state and senior officials from the "Coalition of the Willing" were involved in the recent discussions.

Speaking at a joint press conference, Starmer further said: "It paves the way for the juridical structure under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and regenerating Ukraine's military for the years ahead."

The British leader also stated that the UK would be involved in any US-led monitoring of a potential cessation of hostilities.

Security Guarantees and Negotiation Stances

Lead American diplomat Steve Witkoff remarked that "durable security guarantees and strong economic promises are critical to a lasting peace" in Ukraine – alluding to a central demand made by the Ukrainian government.

Witkoff indicated the partner nations had "substantially agreed on" their work on establishing such assurances "so that the people of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's representative, also was involved in the talks.

Separately, France's leader Emmanuel Macron said that Ukraine's supporters had made "major progress" at the talks.

He noted that "comprehensive" security guarantees for Kyiv had been settled upon in the case of a possible ceasefire.

President Volodymyr Zelensky said that a "huge advance" had been made in the talks, but added that he would only consider efforts to be "adequate" if they resulted in the end of the conflict.

Last week, the Ukrainian leader indicated a peace agreement was "largely prepared". Finalizing the remaining 10% would "decide the fate of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the forefront of key disagreements for the parties involved.
  • Moscow has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any concession over how to finish the war.
  • Zelensky has thus far excluded giving up any territory, but has floated the idea that Ukraine could withdraw its forces to an agreed point – but only if Russia does the same.

Moscow currently occupies approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The two regions form the heartland of Donbas.

The initial US-led 28-point proposal that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's direction.

This led to weeks of high-level diplomacy – with Ukraine, the US and European leaders trying to amend the proposal.

Recently, Ukraine submitted the US an updated framework – as well as additional documents outlining prospective defense assurances and arrangements for Ukraine's reconstruction, the President added.
